Not all contact databases are equal. A recent or poorly qualified database may contain more invalid or inactive addresses.
Note that Tempo performs an initial automatic cleanup during import to detect obvious errors (badly formatted addresses, invalid domains, or clearly undeliverable addresses), which would almost certainly cause bounces and could damage your campaign deliverability.
In this case, sending too quickly can harm your domain reputation.
